  cplist  = odd part of Tamagawa numbers at primes that exactly divide N
  f       = field generated by the Fourier coefficients
  v       = a_2, a_3, a_5, ..., a_997, as vectors NOT on a power basis
  phidat  = defines a map V ---> Q[x]/(f(x)), such that, e.g., v[1]
            maps to a_2, v[2] maps to a_3, and so on.
